Here’s why: the Iowa Department of Natural Resources will soon require the City of Norway to dramatically retrofit the structure of our city-wide water distribution system, to bring it into compliance with State minimums… and to say the least, the project will be expensive. Here’s how: to help fund our project, the City has applied for a block grant through the East Central Iowa Council of Governments for $500,000, but the very first step in completing this process requires the City to distribute, and collect, a household income survey of randomly selected residents. The survey is anonymous, it consists of 4 simple questions and will only require 2 minutes of your time to fill out, but it is imperative that if you receive one in the mail that you complete it, and return it to City Hall as soon as possible… until we receive the necessary returns, our efforts to acquire the grant are at a standstill.
